Building the stab spar. 106" long and the web cannot have a splice, but the caps are spliced. The location of the splice reinforcement is not that clear in the plans, but there is the sliver of a diagram on the S1/S3 template. It really can only go in one spot in the sandwich of parts without causing it to misalign.
