I took them apart and carfully measured the cable travel when not connected to anythng. The cable travels up to 2.2"
Next I connected just one end to the throttle control This had been the problem. I found that it takes just over 2.1", so the cables are not the limiting factor
I then did a very slow and careful adjustment of the shield mounting nuts and the rod end. Each 1/2 turn moves the cable about 15 thousandths.
After some time, I found that I could get full travel of the throttle, from stop to stop.
I carefully did the final assembly of the throttle quadrant, torquiing up the lock washers and adding witness lines to each nut. I then installed and adjusted the quadrant and did a detailed adjustment of the engine throttle connection I got a great fit.
No celebrating. Moving on to the mixture control, I found that the 60" control cable is about 7" too long. Drats. Luckilly I have a 55" in my spare parts bin.
A good time to quit. I will have to disassemble the throttle quadrant. The Mixter is the hardest control to access unless the other cables are removed first. Best left for another day.
