Built a break from two by six. Used 3/16" spacing between the break faces.
I inserted a 3/16" dowel inside the skin to use as a bend radius. Then I did a preliminary bend on the right elevator. The bend was easy, just using hand pressure on the 2x6. The spring back was excessive, however. The inboard and outboard spar area should be 3" and 2". Spring back left these at 6" and 4" - about double the desired angle.
Decided to try "forming" the skin around the dowel with a soft hammer. This worked very well. The skin laid down as it should. Laying a straight edge on the elevator indicated that it was very straight for the length of the elevator.
