I tried using a larger dowel. This had some promise but only 1/3 of the bend was completed this way. I then used the smaller broomstick to complete the bend. A dowel in between the two sizes woudl be ideal - about 1" to 1 1/4" seems right.
The bending process was much simpler the second time. I used pop-rivets to close it out. These are out of the slip-stream and will be hidden from view most times.
One not of caution - I almost forgot to have the overlapping skin be the top skin. Vans recommends this to prevent water entering the elevator. Caught it before riveting.
