Status: Complete. I finished the installation of the wheel lugs, drums and covers to complete both wheels.
Drums: The axel opening needed to be opened up to allow for the thrust washer to pass freely. The thrust washer goes between the torsion bar and wheel bearing. I want them to have direct contact so I spent some time on the spindle sander to open it up.
Inner cover: Since the spacers provided with the TOB brakes were too short to work with the covers, I purchased some 3/8" tall spacers from Amazon. They were 1/2" diameter. This diameter interfers with the spokes slightly. To correct for this I sanded a flat spot on one side of the spacers. This provides the clearance needed. The assembly went together using 5 bolts thru the drum, thru the wheel cover, thru the hub, and held together using nuts from the backside of the hub. There wasn't room for washers. Washers simply protect the surfaces while turning the bolts in this case. Loctite will be used to lock everything together. So I do not see a safety issue resulting. Brakes are not a requirement for operations.
Outer Cover: The covers dropped over the lugs with a little adjustment of the cover holes. The nuts that held the lugs acted as spacers. I used Acorn nuts to hold them on from the outside.
