After more measuring I removed the VS and used the bottom center pre made hole in the bottm aft fuselage F-711 bulkhead on DWG 27 and drilled it clear through the steel tail wheel. then used the DWG 27 view A-A to mark on the VS for the other 2 higher holes and using the center bottom hole as starting point for the 2 top bolts. I then put the VS back in and bolted down and drilled deburred and bolted the other 2 in.
