I then match drilled the inboard most Z bracket with a 90 deg drill, using the tank baffle as a drill guide.

Next step was to take the leadung edge off - turned out to be a bit more of a mission than I expected. Once it was off, I saw the reasin that I was struggling was that the aft flange of the inboard most rib of the leading edge had hooked on the row of rivets which rivetted the main ribs to the spar - the result was that the rear flange of said rib was now slightly bent but nothing I couldn't fix by hand in two tics.

With the outboard most Z bracket now exposed, I match drilled it once again with the 90deg. drill and used the baffle as a guide.

Then clecoed the baffle to both the outboard and inboard most tank ribs and Z brackets.
